Three Forks Regional Jail is the operating local detention facility for Owsley County. The jail is in Lee County and serves Lee, Owsley, and Wolfe through a regional authority. That arrangement splits the record trail. Three Forks is the likely custodian of its booking, confinement, release-processing, transfer, and booking-photo records. The Owsley Circuit Court Clerk keeps the Owsley case file, including bond, disposition, judgment, and sentencing orders.
An ordinary exit can be a community release after bond, dismissal, sentence completion, probation, or another court authorization. It can also be a transfer to the Kentucky Department of Corrections, another county, federal custody, or an immigration custodian. Only the first group describes return to the community. - Search Kentucky VINE by name or jail/DOC identifier. Inspect both local and DOC results when two records appear.
- Review the Owsley court docket for a bond, dismissal, judgment, sentence, or release-related order.
- If the person was DOC-controlled, match identifiers in KOOL and check the dated KDOC Daily Releases archive.
- Call Three Forks or request the release sheet for the actual date, exact event type, and transfer destination if recorded and nonexempt.

Three Forks Current-Only Roster
The official agency configuration reports showCurrentOffendersOnly: true. It also reports that images are enabled. The interface is therefore useful for current booking and photo access, but it is not a released-person archive. Once a current record closes, its disappearance does not reveal the release reason, time, or destination.
The configuration also contains releasedRetentionDays: 400. That backend value does not override the current-only publication setting and cannot be advertised as 400 days of public release access. It may concern internal vendor retention. Public access to a past record must be confirmed through a direct records request.

Three Forks Release Records
Call 606-464-2598 first to ask for the current records custodian, delivery address or email, and copying schedule. No reliable official electronic request form, custodian email, or fixed photo fee was found. Unless the jail supplies a newer route, address a Kentucky Open Records Act request to the custodian at 2221 Fairgrounds Ridge Road, Beattyville, KY 41311.
Ask for existing records, not a conclusion. A narrow request identifies the full name, date of birth if known, booking date or small date range, booking number if known, facility, and Owsley origin. Request the booking/release sheet and its existing fields for actual release date or time, recorded release type or disposition, and transfer destination if present and nonexempt. A separately maintained booking photograph should be named as a separate item.

Kentucky law requires a written determination within five business days, excluding weekends and legal holidays. In 25-ORD-308, the Attorney General found that Three Forks failed to respond on time to a request for other jail records. That decision proves the response duty. Use the Owsley County Sheriff for sheriff-created arrest, transport, or warrant-service records, not for a release sheet made by Three Forks. Use the Owsley clerk for the signed order or case file. For a DOC-controlled custody episode, send the release or final-discharge request to KDOC.
Note: Ask the jail directly about release hours, exit location, property return, weekend timing, transport, or waiting areas because no reliable public policy was found.
Three Forks DOC Release Reports
The KDOC Daily Releases archive provides a special facility-specific path for people under DOC control. Its PDFs list DOC number, name, release type, “Released From,” and highest felony class. An April 1, 2026 official example contains Three Forks entries recorded as “Discharged - Administrative Minimum Expiration.”
This source does not list ordinary local bond releases or every person who completes a short county sentence. A Three Forks entry also cannot establish that Owsley, rather than Lee or Wolfe, originated the case. Match the DOC number, conviction county, and case details. If a full or certified record is needed, request it from KDOC.

Three Forks VINE and Court Checks
Kentucky VINE covers local jails and adult correctional facilities. Search by name or jail/DOC identifier, compare the agency and facility, and read the status wording exactly. One person can have both a local Three Forks record and a DOC record. Register for both when they match. Closing the local record does not resolve an active DOC record.
An Owsley court order can explain the legal basis for bond, dismissal, probation, or sentence completion. The clerk-held signed record is stronger than a public portal summary. Still, the order may not prove the moment Three Forks processed the person out, and another hold may intervene. Pair it with the jail event or VINE notice.
No official Three Forks 24-hour or 72-hour release feed was found. No verified inmate-search mobile app or official social release feed was found either. Deposit and communications apps are not release locators. For a recent event, the sound fallback is VINE, court, a direct jail call, and a narrow written request.
Three Forks Detainer Transfers
Release to an ICE detainer is a custodial transfer. The ICE Online Detainee Locator is designed for current ICE detention and some CBP custody longer than 48 hours. No result cannot prove release. Short CBP custody, a transfer, removal, an identifier mismatch, or no ICE custody may explain it.
When a Three Forks record identifies an immigration hold or destination, follow the official ICE instructions and contact the proper Enforcement and Removal Operations field office if needed. Preserve the jail's exact transfer label. “Released by Three Forks” and “released to the community” are not interchangeable statements.
Federal sentenced custody uses the BOP locator, not ICE. State custody uses KOOL. A destination-agency match after someone drops from JailTracker is evidence of movement, not evidence that the roster was wrong.
Three Forks Regional History
Three Forks is a multi-county regional jail operated by the Three Forks Regional Jail Authority. The Kentucky Association of Counties describes this arrangement as collective county ownership through a regional board, with daily management assigned to a board-appointed administrator. Owsley therefore has a voice in a jail located outside its borders.
The Kentucky Auditor's regional-jails bulletin reports an establishment date of January 1, 2001. Historical bylaws allocated three board members to Lee and two each to Owsley and Wolfe. A May 2019 snapshot reported 182 beds and 313 people. Those are historical figures, not the present capacity or population.
The history explains why a Booneville search can miss the correct custodian. An Owsley arrest may generate an Owsley court and sheriff trail while the booking and release sheet remain at Three Forks in Beattyville.
