A local-jail record and DOC record can both exist for the same person because Three Forks holds local detainees and DOC-controlled prisoners.

No Owsley Release App Shortcut
No verified official Three Forks or Owsley sheriff inmate-release mobile app was found. Deposit and communications apps serve different purposes and should not be treated as release tools. The absence of an app makes the official sequence more important: current roster for custody, VINE for an event, court file for authority, and the release sheet for the jail’s recorded action.
Social posts and unofficial lists should not be used to fill the missing feed. They may omit transfers, confuse people with similar names, or repeat an old image. The exact agency record is the safer basis for a recent Owsley County release check.

The source order also reduces same-name errors. Begin with the booking, PID, DOC, or case number when one is available. Compare the date of birth, custody location, originating county, and event date. Three Forks serves Lee, Owsley, and Wolfe counties, so the facility name by itself cannot establish an Owsley case.
When sources conflict on the same day, preserve their exact wording and timestamps. Ask the creator of the disputed field for correction or explanation. The jail controls its release field, the clerk controls the court order, and KDOC controls KOOL and state release data.
